Dino gives 48 hours to PL leader explain agreement on amendments

Minister Flávio Dino of the Federal Supreme Court (STF) determined on Sunday (27) the subpoena of the PL leader in the House, Deputy Sostenes Cavalcante (RJ), to explain his 48 -hour statements about the existence of an agreement for the distribution of commission amendments.

Dino is a rapporteur of actions in which the Supreme, Congress and Government agreed with a work plan to give more transparency and traceability in the indication of billions of reais in parliamentary amendments to the Union budget. For the minister, the eventual existence of a parallel political agreement may affect the execution of the plan, and therefore must be clarified by the PL leader.

“The statements attributed to the PL leader in the House, Deputy Sostenes Cavalcante, if true, could indicate that commission amendments would be in dissonance with the Federal Constitution and Complementary Law 210/2024,” said the minister, referring to the law sanctioned in November to discipline the distribution of amendments.

In an interview with the newspaper The globeSostenes said there was an agreement with the mayor, Hugo Motta (Republicans-PB), to distribute this type of parliamentary amendment, but the pact could be broken if the project on the amnesty and defendants involved with the January 8, 2023 attacks were not based, when the three powers were invaded and depredated.

According to the newspaper, Sostenes said that the agreement with Motta provides that 30% of the amendments to which the House committees are entitled to stay with the party that chairs each collegiate, and the other 70% are distributed by the mayor to other parties.

“If it takes an extreme measure, we will disrespect this agreement and manage 100% of the value of the committees we preside over, dividing the amount among the deputies who voted for the urgency of amnesty,” said Sostenes, as published on Friday (25) by the newspaper The globe.

The speech was reproduced in Dino's decision that sent the PL leader to explain such an agreement. “These clarifications, now requested, are associated with the duty of the rapporteur to ensure the faithful compliance with the STF plenary judgment, regarding the end of any mode of 'secret budget',” the minister wrote.

Dino stated that the eventual explanation will allow “a better analysis of these new facts revealed by the multi -party party leader.” After the parliamentary manifestation, the minister said he should make “the analysis of new measures necessary”.

In his profile on social network X, Sostenes said he had known to the press over the subpoena to provide clarification on “political manifestations held in the exercise of my mandate”. The deputy said that, when officially notified, he will answer “with the firmness, transparency and balance necessary!”.

The PL leader added that “Parliament is free. Deputy elected by the people do not bow to threats of STF minister.”
