The Ministry of Management and Innovation in Public Services, through the Secretariat of Management and Innovation (SEGES/MGI), held last Thursday (27/2), to detail the Contract+Brazil platform, designed to improve hiring efficiency and encourage local economic and sustainable development, increasing opportunities for small suppliers and reducing regional inequalities.
On the occasion, several authorities and experts in the theme highlighted the main advances and features of Contract+Brazil. Seges secretary Roberto Pojo stressed that Contract+Brazil represents an innovative step for government purchases, expanding opportunities for small suppliers, represented by individual microentrepreneurs (MEIs).
“Today, in Brazil, we have 16 million MEIs, of which 6 million could already register to meet the demands of this first phase of the platform. However, only 70 thousand MEIs are recorded, which demonstrates great potential for expansion. Our goal is to simplify and expand public purchases safely, providing greater efficiency in resource management,” explained Pojo.

The director of Standards and Logistics Systems (Delog/Seges), Everton Batista, emphasized the innovative character of Contract+Brazil, and stressed that each hiring category will have specific rules defined in different edicts, which will be prepared by the central organs. “We started small, but with a gigantic effect,” he said, mentioning that in the future, in addition to food, edicts will be opened for negotiating medical-hospital products.
Safety and Legal Feasibility
Marcelo Pontes, General Coordinator of Strategic Management (CGGES/DELOG), highlighted the flexibility of the system, which can be adopted at the federal, state and municipal level, always free of charge for all users, whether public agencies or suppliers. “We studied international experiences and put together a multidisciplinary team to ensure a safe and efficient model,” he said.
The legality and legal certainty of the system were addressed by the General Coordinator of Standards (CGNOR/DELOG), Adriano Carrijo, who explained the legal framework of the project and emphasized the responsibility of the central agencies by the notices, preventing each public agency from having to deal with all the bureaucracy of a bidding process. “With this solution, we avoid unnecessary repetition of tasks and ensure more time for servers to devote other essential functions,” he said.

Integration with systems and facilities
THE woordinator-general of purchasing and ticket systems (CGCOP/Delay), Regina Zanella, presented, as characteristics of Contract+Brazila simplification, the agility and the security. Zanella yet explained that the platform is integrated into the unified supplier registration system (SICAF), allowing automatic supplier information to be completed and reducing the time that public agents would need to analyze the required documents during the hiring process. The system is also integrated with the Federal Government Services Catalog (Catser), a tool that standardizes the classifications of the contracted services, ensuring uniformity and consistency of what is contracted.
Contracts completed in Contract+Brazil will be automatically published as unenforceability on the National Portal of Public Hiring (PNCP), and the payment to suppliers will follow existing procedures, as detailed the General Coordinator of Contract and Heritage Systems (CGCON/DELOG) Anne Knoll.
Integration between Contract+Brazil and PNCP allows the organs that already use the purchasing systems.gov.br and contracts.gov.br emit commitments automatically, simply obtaining the hiring ID in PNCP, automatically generated at the end of the process. Bodies that do not use these systems can use this same hiring ID to integrate with the systems of their choice.
Operation in practice
At the end of the event, Vinícius Geronasso, Project Manager Contract+Brazil, explained how the whole process for those who contract and also for suppliers works. Geronasso also presented the Contract+Brazil portal and highlighted some of its features, such as explanatory tutorials and a service channel to support users.
The Webinar was also attended by representatives of various institutions: Rafael Compain of the Attorney General of the Union (AGU); Claudia Alves, from the Brazilian Agency for Industrial Development (ABDI); Luciana da Nóbrega, from the Ministry of Economy and Planning (MEMP); Pedro Pessoa, from the Brazilian Micro and Small Business Support Service (Sebrae); Luis Gustavo Loyola, from the Federal Data Processing Service (Serpro); In addition to Rafael Cunha, Secretary of Science and Technology of the City Hall of Recife. All reinforced the importance of Contract+Brazil to modernize and democratize public purchases in the country.
