Society will discuss 100 proposals at the environment conference

The participation of civil society in the 5th National Environmental Conference (5th CNMA), in addition to guiding public policies, will result in a bank of suggestions that can be used by other segments, or on future occasions, said Minister Environment and Climate Change, Marina Silva, in an interview, on Monday (5).

“It is a collection of ideas for any public manager to access. They benefit not only the federal government, but the municipal, state and also different segments of society. There are many things that are not appropriate for public management, but it can be for private initiative, it can be for civil society organizations,” he told the program to the program Good morning, ministerfrom GOV channel, from the Brazil Communication Company (EBC).

The conference is a space for dialogue with society, with municipal plenary, state and free conferences, where proposals were presented to improve public policies in the country. During this period, more than 540 proposals were formulated, now gathered in a notebook of 100 ideas that will be presented during the national plenary, in Brasilia, from Tuesday (6) until Friday (9).

According to Marina Silva, the large volume of proposals reflects over 11 years without the population being consulted on the necessary changes in environmental public policies.

“This period so wide without the conferences makes us have a repressed demand for participation and proposals to update public policies, so that we are such a large number of proposals,” he said.

Among the policies that have been debated during the plenary sessions is the national plan on climate change, the climate plan, which will guide the country to a low carbon economy and more sustainable by 2035. According to Marina, the plan is one of the policies that add to the confrontation of both causes and the effects of climate change, as well as the climate authority, announced by the government in September 2024 and which was not constituted.

Regulatory frame

The minister explained that the creation of this new structure, as well as that of the Technical-Scientific Committee, composed of various government agencies, are operators for the implementation of the climate emergency idea, which will enable the country's preparation in the face of the challenges of mitigation and adaptation of cities.

“What we have, in fact, is that creating a new regulatory framework, establishing the climate emergency figure, and creating support base for implementing this new regulatory framework.”

Fires

With the proximity of the drought period in much of the country, the minister also talked about how the government has been prepared to face the intensification of the effects of climate emergency, such as forest fires.

“This year, we have already decreed in February the emergency for fire, so that each state can already create its climate emergency decree; and all states need to do this so that they do not do only when the fire has started,” he warned.

The Integrated Fire Management Law, which disciplines the use of burning in rural areas and was sanctioned in July 2024 is already being implemented, as well as the committee created to address the theme, which has been systematically meeting, said Marina Silva. “We updated the national plans to combat deforestation and fire fighting,” adding that more brigade members and acquisition of equipment and aircraft were hired, as well as financial transfers to strengthen the Fire Department in the states.

“There needs to be a job, including intelligence, which has been done by the Federal Police, so that we do not allow gangs, criminal people to articulate to produce these fires,” added Marina Silva.
