Workers press for debate on the reduction of the journey in Congress

THE Labor Daycelebrated this Thursday (1st), was marked by acts in several Brazilian cities to order the end of the 6 × 1 scaleregime that foresees six consecutive days of work for a rest and which is in force in the country.

The demonstrations, articulated by popular organizations, political parties and the Life Movement beyond work (VAT), occurred in parallel to the traditional acts of the trade union centrals, which also addressed the theme, combined with the historical claim to reduce the weekly working day, which is currently 44 hours.

The theme of 6 × 1 scale gained impetus last year, from strong mobilization on social networksled mainly by Vat, generating broad debate in society and the media. About two months ago, a proposal for amendment to the Constitution (PEC) that ends the scale and reduces the weekly journey from 44 to 36 hours, was filed in the House of Representatives. The text is by federal deputy Érika Hilton (PSOL-SP), but since then the proceedings have not advanced.

“On the other hand, there are also a series of movements that try to play for next year, play as an electoral agenda. In our view, it is fully possible, later this year, put pressure on Hugo Motta (president of the House of Representatives) to refer the PEC to the CCJ (Constitution and Justice Commission), to be approved in the House and finish the year with the proposal sent to the Senate,” he says.

“The black population and women are the most penalized groups because of this 6 × 1 scale, which ends up, in practice, being 7 × 0, because it still has homework to realize”, reinforces Sara Lins, militant of the popular unit (UP) and member of the Benary Olga Women's Movement.

Combat to misinformation

Digital influencer Andressah Catty, which brings together more than 5.5 million followers on platforms such as Tiktok and Instagram, was present at the time in Brasilia. It has been one of the support voices at the end of the 6 × 1 scale on social networks Since 2023.

Debate in Congress

THE Most recent PEC presented in the Chamber Changes item XII of Article 7 of the Brazilian Constitution, which would be effective with the following writing: “Normal work duration not exceeding eight hours per day and thirty -six hours per week, with four -day working hours per week, allowed the compensation of schedules and reduced working hours, by agreement or collective labor agreement”.

For a PEC to be approved in the House, the votes of at least 308 of the 513 deputies are required in two voting shifts.

There are two more PECS that deal with the reduction of journey in the National Congress. One of them (PEC 221/2019), presented in 2019 by Deputy Reginaldo Lopes (PT-MG), proposes a reduction, within ten years, of 44 hours per week for 36 hours per week without salary reduction.

In the Senate, PEC 148, 2015, authored by Senator Paulo Paim (PT-RS), which proposes to reduce the weekly journey from 44 to 36 hours. The project begins with a 40 -hour reduction, decreasing one hour a year until it reaches the 36 hours per week. The proposal is under discussion at the House Constitution and Justice Commission (CCJ), which issues an opinion on the constitutionality of the measures, but has not yet been analyzed.

In his pronouncement for Labor Day, President Luiz Inacio Lula da Silva argued that the proposal of the end of the 6 × 1 scale is widely discussed, including the reduction of the workday.

“It is time for Brazil to take this step listening to all sectors of society to allow a balance between professional life and the well-being of workers,” he said in a national network.
